36:7
لَقَدْ حَقَّ ٱلْقَوْلُ عَلَىٰٓ أَكْثَرِهِمْ فَهُمْ لَا يُؤْمِنُونَ ٧
Saheeh International
Already the word has come into effect upon most of them, so they do not believe.
Tafsir of "Ibn Kathir" (English)
لَقَدْ حَقَّ الْقَوْلُ عَلَى أَكْثَرِهِمْIndeed the Word has proved true against most of them,Ibn Jarir said,"The punishment has become inevitable for most of them, because Allah has decreed in the Mother of the Book (Al-Lawh Al-Mahfuz) that they will not believe.فَهُمْ لَا يُوْمِنُونَso they will not believe.i.e. in Allah, or in His Messengers
